Saying there's a hidden enemy ("a bear in the forest" for Reaganites) always captures a party that has "more military spending" always high on the agenda.
When your security spending is vastly higher than anybody else's, the question of "what are they all for, when no worthy opponents remain", will keep coming up.
"Rogue states" was losing steam fast when bin Laden mercifully came along to save them. Now that the GWOT has staggered to a crawl, something like 'biolabs', which can let any tiny state be the Big Bad, needing a smack, is about perfect.
They only want wars on small states with no nukes. Any other kind could be dangerous.
